I don't see anything in the pic, or the related article (theguardian.com) to support your title.
What I see is the Guardian is reporting on a pretty ballsy "social experiment", and asking the reader if white people should pay more to promote reader interest. It does set an interesting (bad) precedent: definitely wouldn't be the same deal if a white business owner had come up with a justification for making black customers pay more.
