No big surprise. Take out Capone, another version steps into the power vacuum; take him out and another replacement is already waiting in the shadows. Stupid people never figure it out. Rats are not concerned about inbreeding. Criminals probably not so much either, and muslims definitely not! In all three examples (nest of rats, nest of criminals, and nest of islamaholics), you have to eliminate all, or they breed like rabbits, and quickly re-populate. Half-assing this problem never solves it...just delays it, and passes the problem on to the next generation to deal with.
