Monopolies happen in unregulated markets. Read a history book.

how exactly does regulatory capture happen in the absence of regulators?

It's capture of the rest of the government.

I have. Never saw a stable monopoly that didn't have a government behind it somewhere.

It's capture of the rest of the government.

And they called it "regulatory capture" when it's actually "capture of everything except regulators" because...?

Simple solution anyhow: Don't have a government. If governments are so easily corrupted and so hard to replace they're not worth having.

Regulators doesn't exclusively mean market regulators. And if you've never seen a monopoly in a free market you're lying about reading a history book or you're willfully ignorant. I'm leaning toward the latter. Check out company towns and the industrial revolution in just about every free market economy ever.
