Simple solution anyhow: Don't have a government. If governments are so easily corrupted and so hard to replace they're not worth having.
Regulators doesn't exclusively mean market regulators. And if you've never seen a monopoly in a free market you're lying about reading a history book or you're willfully ignorant. I'm leaning toward the latter. Check out company towns and the industrial revolution in just about every free market economy ever.
