According to the the Ohio department of health, 42% (coronavirus.ohio.gov) of the Ohio population has already been vaccinated and would be ineligible for this "lottery". Accordint to the census, Ohio has a population of 11.7 million (census.gov). The expected gain is $5 million / (11.7 million * (1-0.42)) or about 75 cents. Would you play russian roulette if someone offered you $0.75? I know I wouldn't.
