You can put a hold amount on a credit card. It basically runs the transaction to the point of checking that the amount is within the remaining limit without actually charging the card.
Not sure what the situation there is. But here city restaurants generally won't split bills and requiring a pre-authorisation for a large party would be fairly normal.
