Thieves in general (unless someone is starving / trying to feed a child and takes food, in which case I'd just feed them anyways) should be executed.

Bottom of the barrel, top of the list. Edited down a longer comment and flipped it. But yeah, interfering with one's ability to pursue a livelihood should earn them the gibbet.
Also, one could argue that shuttering small businesses with a pretend epidemic is interfering with it.
My jobsite got robbed a year ago, tools still gone, but here on Oahu the cops are behind every fuckin tree with a radar gun, fuckin wit niggaz tryna get to work (rush hour is their favorite time). As if times aren't hard enough right now..
