Learning difficulties is a euphemism for things like microcephaly and Down syndrome. People with those kinds of disorders have physical problems already. One of those is bad muscle tone. Their muscles are too weak, if you put them on a ventilator they can't come off it. The muscles that control breathing degrade even more and they can't come off life support. This is not a death panel coming for kids with dyslexia. It's about people who are already barely making it and would never make it off the machines.
