The Court reasoned that if satire includes a call to illegal activity then it cannot be protected under the 1st Amendment. Using that standard, Jonthan Swift's "Modest Proposal" would not be considered protected speech because it proposes eating Irish babies. Presumably, eating Irish babies is illegal.
