Cops have now released the name, and few other details, like the guy died from a gunshot wound. Supposedly it was a white kid, but the second explosion occurred after he was removed and there is no motive yet. It doesn't sound too plausible so far.

It's actually a county building where municipal politicians have council meetings. However their meetings are held at completely different times than the explosions, so if it was an attack it would be illogical?

I think it was just a large natural gas or propane leak ignited by accident.

Though the longer it takes the police to release the dead guy's name, the more likely it was a jihadi.
