Earlier I heard people talking about a 25th Amendment coup with Pence and the Cabinet. I guess that's just hearsay but there does seem to be some kind of palace coup. So who is to say that Scavino did not just join them? We have to hear from Trump.

"We have to hear from Trump." that is my exact view on it, until he is standing at some podium making that concession it means practically nothing. Its words of encouragement for the "left", placation for weak centrists that don't want chaos, and discouragement / anger fuel for the "right".
Maybe trying to force his hands, ultimate pressure, "the public thinks you already conceded so just do it and save lives".
