This is what happens once one stops counting the "cases" and only deals with those actually sick. It suddenly then turns out, that everyone and a dog bears gazillions of viruses (e.g. herpes), but very few actually get sick due to them. Chinese stopped counting "cases of covid", and since actual number of sick remained well within the seasonal flu average, there is no reason for them to apply any "measures" to contain the "pandemic".
