The Obama rules pegged fuel efficiency increases at 5% per year, which I assume related to the fleet as a whole. The only way to do that was to phase out gasoline cars in favor of electric, because gasoline cars, while more efficient than they used to be, will eventually reach a plateau where the mechanical portion of the device simply can't be offset anymore with better tolerances, thinner oils, and computer control.
Until electrics have a better charge system and infrastructure - I don't want to wait around for an hour or more for my car to charge or a slot to open - gasoline cars are going to have the advantage. Maybe we'll even see small trucks again.
