As this holds true, there are things that are tested out in a large scale in India before rolling out to the rest of the world, like making the public give up on cash and gold and accept intrusive means of identification.
So this is a first step before having them accept a hand implant as means to impose the restrictions of the law and so on.
India is something like a giant testbed for these plans. They accept anything as long as they can go on living and very few object without anyone giving them any attention. It's far worse than the West, which is only natural for them as you said.

People are backward at varying degrees, but when they are religious backward, it's a fight against god your pulling yourself in if you try to force them into something deemed, against the dogma. If they have their hand stamped now, what stops them from having an ID etched on their hand? And then an RFID circuit printed on their hand? There are varying degrees towards a GPS equiped implant and people get used to each step after some time and consider it 'natural', and in the meantime technology finds new ways to minimization.
