The rest of that twitter thread or one just like it stated that Chinese phone plans can be "don't need it, don't buy it" type - that is, people staying home aren't using their phones, they're using their internet service and not paying for the phone service.

Either that, or their government has shut them off in an attempt to keep people quiet.
