PH needs to do better to prevent this kind of thing from happening, but as one of the BBC links in the article outlines, victims have better luck when threatening or issuing lawsuits over provider negligence for removing reported materials. As ever, the responsibility to punish the perpetrators of evil (or rape, etc.) lies with the victims; and women often do not take the responsible action.
