I thought we new this already. What makes this news? We have been seeing reports about how strained the medical facilities are and how scarce resources are for weeks now.

It sounds like this is more from somewhat official internal sources rather than outside observation. I'd assume that it's probably pretty bad if those internal reports are saying it's problematic.
