Most vaccines are only really effective for 7yrs and sometimes not fully effective before that and will allow the person to get whatever they are vaccinated agianst if exposed but to a lesser degree.
I didn't see this artical say what age the children were.
Plus, most vaccines only have about an 80% effectiveness rate.

Thats what they claim. I suspect the actual rate is 30-60% depending on multiple factors.
