I suspect their strategy is to make sure there's no porosity between mainland china and hong kong, regarding movements of people, goods, ideas... And basically let hong konger rot in "their shit" (we aren't even sure at this point how genuine those riots are, could very well be a 50/50, it's genuine and not really at the same time.
