Cali interprets inverse condemnation in a unique way. The overseers in a separate group are cali governors appointees w/ no experience in the industry... Cali's created a situation where this private utility company can only exist with there blessing while simultaneously footing the bill for victims even if they follow all of the states regulations.
This is what it is, unmaintained collapsing infrastructure everywhere b/c all money is either stole or dropped into "social welfare" projects. Insurance companies won't even offer fire insurance in some areas. They've created a unique version of converse_indemnation not known or practiced in other states in this manner. Basically, any time a fire breaks out and cali doesn't want to get sued they can sue this utility company for damages. The preemptive blackouts are desperation not to pay the states lawsuits they inevitably will.
Better yet this company has no competitors in Cali. When it folds... well I guess that's just one step closer to socialism when california state government overtakes operations.
