They are bound by the laws of the sea. Navigate slowly to any survivors, take them back to their origin point. Drop them off. Confiscate the life jackets.

Oh, so we should just hire privateers then. They don't have to sink the boats. They can take them. They just have to be "empty" before they get to land and none that were on it are allowed to be on any other boat as well.

Sink the boats. Sink the survivors. Go find their families and sink them for allowing their relatives to try this shit.
