The whole thing was a false narrative, the government never intended to stop the "refugees", but sometimes they pretend to do something so that people will stop objecting the process. Now with the coronahoax situation they took advantage to create lots of new "refugee villages" all over Greece, as otherwise there would be people protesting everywhere.
