Good call. I thought it may have been Kinjinte: Forbidden Subjects where Charlie Bronson fought another Big Jim kneegar in a high rise condo and threw him off the balcony. Makes sense though because both movies were directed by J. Lee Thompson. He must have liked seeing negroes get thrown off balconies.
