It seems like it was that way out west when I first learned to drive. I drove from Phoenix to Reno on Tuesday and out in the middle of nowhere I saw no one for 30 mins at a time. Trust me, the speed limit was just a suggestion.

I wouldn't be surprised if the fed gov required speed limits for funding. That seems to be how they play games with states.

for a while Montana's speed limit in rural areas what literally "whatever was safe and prudent."

Caused a lot of legal ho-hum around the few speeding cases that came up.
