These deadlines, for the military and civilians of the USA, are probably nonsense.
I believe they're meant to pressure people into just giving in. "If you don't get fully shot by [insert date], you won't be able to work here or in most places anymore!"
You plant that seed into the minds of these people... and now think about the stress. Am I going to have a job in a few weeks? I work my hardest, I bring a lot to the company... but that all may be thrown away because I won't get this damned shot! "Fuck it, stick me doc!" That's what I think these "deadlines" are meant to do. Attempting to enforce this would be a legal/bureaucratic nightmare. And it might be like turning up the dial on the boiling frog far too fast.
