I didn't have a good frame of reference, so I looked it up. Turns out you don't even need to run, you can powerwalk a mile in 11 minutes.

Whoever told you in the 90s that the run time was 12 minutes per mile was 1000% wrong. The old standard prior to the current setup was 16 minutes maximum for 2 mile run (15:54 technically) for ages 17-21 and 18 minutes for age 21.
This. And many guys were running 2 miles in 12 minutes. My old ass could still run it in 14 min when I got out.
So 8 minute miles back then? This was the airforce officers academy I think? So maybe they had weaker standards
