The only reason a "Next Gen" project is financed is so that the previous generation be sold in mass to Israel and others.
So despite it's failures, the project succeeded where the invested interests are most concerned.
Ultimately unsustainable...

Between 60% and 75% of the world’s supply of finished rare earth magnets is also produced in Chinese factories.
