I don't think it failed. They are giving an excuse to make it seem like the US is vulnerable and they need newer weapons. Based on this article, they probably want drone/autonomous fighter jets or similar aircraft. Drone fighting with dozens or hundreds of drones makes more sense than having a pilot in a fighter jet. The F35 probably isn't even their highest tech, wouldn't make sense to give the rest of the world your best. But then again, this country is owned by israel.
