Bidet. Whatever direction the roll is posed to take becomes incidental and of no consequence since it is mostly decoration at least, or means to an end for blowing one's nose, at most.

Correct answer is it depends. For example, I can't use the under method in my dispensers at work because the TP is too thin and tears when 3 fresh rolls are loaded. But if you have cats, under is awesome cause if makes it hard for them to do their cat scratchy thing to it. I PREFER over personally, but it confuses me why we put so much thought into this.

Over so it's easier to grab, quick tug to rip it along the seam. No need for two hands unless you have muscular dystrophy or something.
