Lies, It depends on your focus and how focused you are and in what area

You are correct. Even slight eye movements will cause your brain to interpret motion in the image not because of stress but instead because of the way the brain perceives motion in your peripheral vision. If the image remains completely still for you, I would seek evaluation by a neurologist because your brain isn't working properly.

It only slightly moves for me if I allow my eyes to unfocus. Maybe I'm brain damaged...

I think that's the typical amount of movement for the majority of people. Anyone seeing it perfectly still or spinning like a top should get evaluated since both those perceptions are out of the ordinary and could reveal neurological issues.

If you don't see anything at all in the image, then niggers stole it. Don't relax.
