Because not all hearing loss is the same. There are different frequencies and decibel levels and each pair needs to be programmed by a professional. It isn't as if they just make shit louder, they augment ambient sounds.

BigPharma/ClubMed scam. They want you to see a doctor to first eliminate surgical solutions, then go to an audiologist to fit and tune them. I've heard of people paying in excess of $5000 for hearing aides. Now they will be well under $500.

I personally know people who have paid over $15k for hearings aids. I never knew they were prescription.
