I think any sort of reinforced glass is going to be alternating sheets of glass and plastic, not just pure glass. So throwing a hydrocarbon on it is going to fuck with the chemistry of the plastic over the glass. Not the glass itself.

I think any safety glass that shatters into tiny pieces has plastic on the outer and inner surfaces.
Usually the film of plastic/rubber material is in between two layers of glass in my experience. But I've only ever seen this in regular car windshields, so dunno about police vehicles.
… I’m not saying you’re definitely wrong, but you seem to be saying that putting paint and/or oil on any windshield anywhere will result in scratches.
