No, that sounds more like a problem with unions. Without the union, he'd have to justify why his job as a teacher should be paid the same as the others.

At least 90% of the gym class should be calisthenics, martial arts and cardio. All other sports should be demonstrated by visiting local club coaches in order to get students interested and get them to sign up for the training as after school activity.
