They get flagged with a big pink "Suspicious" flair, all of their votes, up and down, get negated, and they essentially get knocked down to level -1 until they learn to behave.

It's my shitty wording for "Stop being a downvoting idiot". An account can recover from the flag, they just need to stop trying to brigade. The algorithm hasn't been shared, but a few people have pulled themselves out of it.
