Basically, if the site was taken over, by politically hostile people, what would you get?
The worst elements, brigading/harassing random users who don't exactly fit the SBBH arbitrary mood of the day for instance, while admins are completely awol if not endorsing that policy, or brushing it off as trivial, double standards all over the place. You would get some sort of gated wall, because it's better to abuse people behind closed doors, so there's nobody to hear them scream...

It still has a lot of participating users, according to voting counts, but I can't imagine they are getting any new blood - or very little. I'd guess it's like any other locked out site, it generally just starts to get more and more toxic as it echoes itself over time, and any time someone new does try to come in or add a different opinion, the users jump on it like ants on sugar.
Who knows if those votes are real.
As for the site itself, after the DDOS attacks stopped the site was still near unusable, and on lockdown. I don't even have a guess as to why that is, why the admins seem absent. Someone is still paying the bills, but who that is...no idea.
That user Mumbleberry is so angry about my criticism of him that he downvotes everything I post on Voat and Phuks.

He also tried his luck on Poal, but its spearvoting protection filtered his votes.
