I envisioned one would need to recreate all of the functionality separately from the legacy system because of the shortcomings of the legacy system not supporting newer languages - or compilers of modern languages not supporting the old architecture; it could not be done in a piecemeal program by program approach. It sounds like my assumption was accurate.
