The only theory I have heard that makes any sense is a nuclear weapon somewhere in New Jersey they really want to find.

For hunting radiological spikes and especially any sort of signals intelligence. I mean I guess they could be trailing that tech on a drone, but if they REALLY needed to find something they wouldn't limit their detection capability to a small number of drones that only fly at night.
Well, they could simply mention they're looking for something. So now, everyone makes up some nefarious reason the feds are doing this. They'd rather lie, obfuscate, deflect and deny rather than be straight with the public.
