Turn the other cheek is meant to mean not to escalate a situation with those who intentionally provoke you. Practical advice. If someone can get away with slapping you in public, it's likely that they could get away with killing you if you do the same to them - which would have been true in Rome or judea in those times. If you turn the other cheek, it shows them your resilience to their taunts. And if law does exist in your parts, it creates the opportunity for more witnesses or even intervention of law. A slap on the cheek is something you can invite and survive, and potentially even benefit from. A malicious, violent and pervasive political and religious persecution requires a sword, which Jesus advises.

Further, Jesus and his disciples literally lived in a commune. This was not advocacy for the economic forms of a nation, this was a framework for a religious commune. Note what the root word of communism is - commune. If you have a coherent monoculture in a small group communal, living is highly efficient. Especially if you have a mission or directive.
The Bible explicitly warns of judaisers who manipulate The Word and the faithful for the benefit of those who claim to be God's chosen, but are not; or are no longer; or simply have difficulty letting old practices fall away.
