If Bill was truly surprised by Michael's comments then Bill clearly didn't do his homework on the guy.

I agree. There had to be an angle. I find it hard to believe Bill or his producers didn't know Michael's history on the subject.
Perhaps Bill thought his audience would not applaud the idea. There was a bit of a push back, but even Bill's audience supported America first.

You can then hear some jews entertainers (those who tell their specifically selected audience what to do). My guess is they messed up the pre-recording briefing and forgot telling them not to applaud that guy.
