They aren't. They were in Germany, and they are here. 2% is quite high. In most other countries it is substantially lower. 2% is the tipping point to go from occasional grifters, basically smarter gypsies, to your whole society being turned upside down and going full Wiemar. Basically there is a bias in looking at history because it's where 2% was, that's where shit went down that's worth studying.
