I'm sure this only works for the PDFs that were improperly redacted. The files that they "accidentally" used a black highlight to cover the text would work in this conversion because the real text is still there in the file. The PDFs that used the real redaction tool would no longer contain the original text because the redaction tool removes it. You can't recover text that isn't there. The majority of the files were redacted properly.
