If you live anywhere in any country it should be prohibited by law to disturb the public with any disruptive routine.

Well, some could argue that the ringing of Church bells is a disruptive routine. This is why I included the specific clauses.

I'd be one of them. Churches by me don't do it any more, and haven't for a long time.

EDIT: Some of them still ring the church bells duing Easter and Christmas masses.
