They quoted an abridged 14th century manual in one madhab when it is talking about qisas (retaliatory punishment) carried out by the victim's family. It is not the only form of punishment (other example: haad punishment). To say that Qisas is due unto the father who kills his daughter is to say that the father should kill himself.
Rather the haad punishment of the state is due over him. This is commonly misinterpreted to the point that some countries have loose laws around killing your own children.
Not surprising seeing how close is the judgement.
