If someone is disruptive to the education of others they should be removed.
The way I would do it is that you, of course, get a warning. Then you pick up trash and rake leaves. Then you pick up trash and rake leaves in a pink jumpsuit. Then you no longer come to campus. There could be alternative schools where you can learn the finer points of landscaping and housekeeping, or you just go home and aren't the responsibility of the state anymore.
I understand the idea that we should give everyone an education to make society better, but there are way too many who come out of the system without basic reading, writing, civics, and math; I feel this number could be reduced if we culled the bad actors, and if the remaining had to worry about the threat of being culled.
This is no different than the real world, if you aren't jailing someone for aggravated robbery, or if jails are just social time for shitty people, then nothing is going to change. Make being in poverty worse than being a contributing member of society, make being a criminal worse than being someone who doesn't cause trouble, make being a bad student worse than being a good student.
