I hate to say this, but there is a specific sub reddit that will do it for you. They give some pretty amazing results. AI wont be able to fix the issue with the eye.

Here (reddit.com) is the "read before posting" post. He/she/it? lists a couple apps you can use with your phone to get a good scan. I can also recommend Photomyne to get good quality scans with your phone camera. I use it myself to digitize old photos.
Try to get a good scan of the image. At least 300dpi.
