Intel believes it can fix itself by revamping its business plan. I can tell you this will fail big time. Intel has much bigger problems than its business model: integrity. Intel treats its customers like shit. They lie, they force you into non disclosure agreements and they sell products with engineering flaws they know about and refuse to document known bugs. Personally, I've abandoned Intel and use AMD, Broadcom, ARM, Marvell, Esprissif and other boutique chips. I've had ~~zero~~ few problems with these manufacturers so far.
