Border patrol should be coordinated federally but under state and local authority IMO, so that this exact problem (feds ignoring the courts) wouldn't be as much of a problem.

It should be possible to levy fines and possibly criminal penalty against DHS and Border Control if they don't enforce these though, so that would be the next step for Florida, Texas et al.
