Why should anything like that be put to a vote? Who cares if 51% of some group inside an imaginary circle want rapefugees, why do I have to accept them?
Counterproposal: If they want to take in refugees they can take them in in person. They can house them and see to their upkeep. And if they commit any crimes they can pay the price.
