Who will report it when someone ignores (or is oblivious about) the illegal content

Who will report the illegal content if it's categorized and blocked by everyone?

If porn is properly categorized and blocked by everyone, then no rule violation will have been committed.

The illegal content analogy only works so far as showing how defeatist and illogical it is to argue against making a rule because someone might not follow it.

In the case of porn, there is no need to report it if it's properly marked (because the content is allowed per site rules), so you would not run into this issue at all. If it's not properly marked and people can see it, it would be reported quickly.
