The month of March(Mars) was dedicated to military campaigns. Rome had a system of never-ending wars where soldiers would be given land to settle and till after the completion of military service. So to keep their citizens happy they had to have non-stop war. The system is just not perpetually feasible .

They took in large amounts of gold. I mean this was a lecture series I watched 15 years ago. I'm sure immigration, degeneracy and the like also had something to do with it. But the professor was adamant that it had to do with their lack of expansionism.
