Executive orders are exactly that. They are single directives made by the sitting president. The next sitting president has absolute authority over them. If they were congressional laws or judicial rulings it is different.
It has to be that way because there is far less oversight or checks and balances on executive orders. Otherwise I could become president and make an executive order that says all white people have to take an infertility shot and bow to their brown overlords, and the next president couldn't reverse it.
